Main points on Gathering Evidence of War Crimes in the first stage of gathering information form individually protected person
- The War Crimes Report of RCJE shall list the victim(s), when, where, events, objects and with its evidences.
- The Victim(s): the nationality of the victim who is the official of JPE Government, or official of the Red Cross of Japan Empire (RCJE), or the Japan Empire nationals, these are all the protected persons of the Fourth Geneva Convention of 1949. The Japan Empire national ID is necessary for the said Report. If he/she is the official of Japan Empire or RCJE, then the organization chart from the official website is required of the said Report.
- When: when the event happened, and the time that the occupying force Chiang Kai-shek armed group (ROC) involved. (evidence)
- Where: where the event happened. (evidence)
- Event Categories: military service, civil traffic affairs, pillaging property, refusing to offer medical care or asking money by medical care in the occupied territory, and illegal trail in violation of Article 147 of GCIV.
- Law: the declarant offers his preliminary legal judgment on the event that the ROC violates the Articles of GCIV.
- Claim: the declarant's claim based on above said victim(s), when, where, events and the laws of war, to request RCJE to institute legal proceedings before the International Criminal Court against the ROC shall do something or shall stop doing something.
